Under a Lin v US ruling, Taiwanese are not &quot;Chinese&quot; but are caught in political purgatory. Congress is far more concerned with the civil rights of due process for our enemy detainees than servicemen or &quot;excluded&quot; Chinese detainees on Taiwan.</description>
