This topic should not only set its eyes on overseas but also stateside as well. Perhaps when military members own pets overseas it ends up more fatal than in the states because of our humane society and the “dog catcher” but nevertheless, I recall my days as a dorm rat and there were the typical idiots who would get a kitten and leave them behind. The same holds true for the housing area. MacDill was one of the places I remember the most with an overrun of cats. Thanks to the Commissary lady feeding daily…only furthering their cause to take over the base. Have you ever seen a school of cats (approx 50) run over to their food source at the same time…I never saw so many cattails that weren’t in a marsh. I think no matter where the abuser lives, they should be charged accordingly…the responsibility rests on the neighbors reporting to their chain of command and the command pursuing it to the abuser’s new commander!
I’m all for animal protection laws, but I’m not sure that abandoning Tabby when you PCS is worthy of inclusion in the UCMJ, nor is it worthy of a CM conviction.
