Classic. I know gitmo issues are important, but they're putting serviemembers' interests subordinate to a resolution about detainees?

The House Judiciary Committee didn't get to HR 569 (or HR 3190) because of a two-hours-plus discussion on the first item on the agenda, which was a resolution pertaining to detainees at Guantanamo Bay. Thus HR 569 (and HR 3190) were held over to the next markup which may occur next Wednesday.
