I believe the designated SJA was forward but the Flag remained in the rear, requiring a pinch hitter to fill the SJA spot in garrison.
She is now a Major. She should have been a Major (select) aka “seasoned Captain” at the time of SJAR.
When I was a TC, the Deputy SJA for my GCM was a captain, and he would sign SJARs if the SJA was on leave.
