The LA Times reports that a Coast Guard panel acquitted Petty Officer Paul Ramos of “involuntary manslaughter, negligent homicide, aggravated assault and negligently hazarding a vessel in the 2009 collision at the annual Parade of Lights” in San Diego Bay.  Petty Officer Ramos was found guilty of “dereliction of duty for failure to conduct a risk assessment.”  Prior coverage here.
