Personnel turnover? Whose fault is that??? Doesn’t wash, but sounds good. All someone would have had to do was to issue a directive that ALL personnel actions for AF CCA Judges are hereby “suspended” until the “backlog” is eliminated, would’ve fixed the problem – retirements, PCS’s, awards, decorations, etc. But then again, that presupposes that anyone really cares.
